Housing Supply Projects Manager

Overview

Portsmouth City Council seeks a Housing Manager to drive strategic housing opportunities within the Housing Revenue Account, serving as client lead on cross‑functional teams with strong project management and construction know‑how. The role requires chartered status in surveying or architecture or an equivalent property qualification, with a track record of delivering social and affordable homes, including masterplans or estate regeneration. Experience across housing tenures in local authority or housing association environments is preferred. You will influence delivery strategies and work closely with partners to shape housing schemes at scale.

Responsibilities

• Lead delivery of strategic housing opportunities within the Housing Revenue Account
• Act as client lead in multi-disciplinary teams with project management and construction knowledge
• Direct delivery and alternative delivery (including acquisition and disposal) of social and affordable homes
• Contribute to single developments and masterplans or estate regeneration housing schemes
• Demonstrate experience across various housing tenures (general needs, shared ownership, sheltered, etc.) in local authority or housing association settings

Key requirements

• Qualified and Chartered Surveyor or Architect or equivalent property related qualification/chartership
• Experience of direct delivery and alternative delivery of housing projects
• Delivery experience across housing tenures and environments
• Strong communication skills and enthusiasm
