Section 106 Project Manager

Overview

In this role you will oversee the Section 106 and CIL funding process, building and managing a monitoring system to track payments and obligations. You will analyze data, generate reports, and coordinate funding proposals for S106 projects to inform decision-making. You will be the council’s expert contact on S106/CIL, liaising with partners and ensuring accurate financial records with the Finance team. You will lead a cross‑functional working group to craft funding reports for governance bodies and drive invoicing and debt recovery with the legal team. Responsibilities

• Develop, implement and manage the S106/CIL payment monitoring system
• Lead quantitative and qualitative data analysis and produce reports
• Coordinate S106 funding proposals and present to S106 Sub-Committee
• Act as lead professional expert for S106/CIL and main stakeholder contact
• Ensure accurate and timely financial records with Finance
• Lead the S106 Officer Working group to draft and present funding reports
• Progress invoicing and debt recovery with the legal team and monitor payment triggers
• Input into review of S106 processes and lead on annual IFS production and publication

Key requirements

• Experience with S106/CIL processes and governance
• Strong data analysis skills (quantitative and qualitative)
