Overview
In this role you lead the pre-construction process from client enquiry through tender submission and contract award, shaping competitive proposals for rail, civil and infrastructure projects across Scotland. You collaborate with estimating, commercial, engineering and operations to deliver cost-effective, technically robust solutions. You manage multiple tenders to tight deadlines and build strong client and stakeholder relationships to secure future work. Responsibilities
- Lead the pre-construction process from enquiry to contract award
- Coordinate and submit competitive tenders meeting client requirements and deadlines
- Collaborate with estimating, commercial, engineering and operations to develop robust solutions
- Review tender docs to identify risks, opportunities and constraints
- Develop tender programmes, methodologies, risk assessments and procurement strategies
- Build and maintain relationships with clients, consultants, subcontractors and internal teams to win work
Key requirements
- Proven experience as Pre-Construction Manager, Bid Manager, Estimating Manager or similar in civil engineering, rail or infrastructure
- Strong knowledge of tender management, estimating processes, construction methodologies and project delivery
- Experience coordinating multidisciplinary teams and managing multiple tenders under deadlines
- Understanding of commercial and contractual arrangements, including NEC contracts, risk management and cost planning
- Excellent communication, leadership, negotiation and organisational skills with a commercially focused approach
